Somalia’s energy story is at a juncture: it has an installed capacity of approximately 400 megawatts (MW), with 300 MW powered by diesel and 100 MW by solar and wind. Today, about 80% of urban households and only around 24% of rural communities have access to electricity, according to World Bank data.
In 2015, the Somalia Energy Sector Needs short-term assistance needs. The program aims to maintain, rehabilitate unsatised demand for electricity and modern fuels. Objectives were expand the generation capacity. [ 45]. The national electricity access rate is only 36.03%, leaving 9.88 million people without adequate access [ 47 ].
The framework includes regulations, energy policies, decrees, and ministerial directives to achieve these policies. A sector development plan (SPMP) must be made and approved to define the basic building blocks for a modern energy sector in Somalia. The Council approved the FGS Electricity Bill and Energy Policy of Ministers in December 2020.
